Please ensure the hardware virtualization support is enable in BIOS. Since if you did not enable this setting, you still able to install VMware ESXi to this machine.
Remark: Dell Optiplex 960’s BIOS need to upgrade to A06 for create VM and install Windows Server 2008 R2 (X64) on VMware ESXi 4.0
