Windows 10 1709 (16299.15) failed to upgrade to 16299.98 (KB4051963)

If you hit the issue to upgrade to 16299.98 from 16299.15, please apply the KB4043961 first, it will upgrade to 16299.19, then apply the KB4051963. You should able to upgrade to 16299.98
