Since Microsoft already confirm drop the Lumia 640 support.... No 1709 will be coming to my 640...So, I change to Nokia 3 and also migrate some Microsoft service and apps on it.

A new tabbing design (New Tab Page featuring) in IE 11 on Windows 8.1
After Windows Upgrade on Oct 2017, there are new tabbing design have come to Windows 8.1 now. (Which is on Windows 10 few months before)
To restore the setting, just change the tab to the "New tab page"

Microsoft Edge Preview on Android using link to PC function (Windows 10 1709 - 16299.15)
1. Link the PC to your Android phone which is installed Microsoft Edge Preview
2. Enter your phone number, after a SMS sent to your Android phone, you will see it is linked.
3. On Android phone, click 
4. The Edge on PC will pop up and the website on your phone visiting will show on the linked PC which is you selected to send
